Ladner Willows Housing Project Moves Ahead
A major affordable housing project in Ladner has cleared another important hurdle. After months of planning and council discussions, Delta has approved the key bylaws needed to move the Ladner Willows redevelopment one step closer to construction.
The proposal from Red Door Housing Society would bring 146 below-market rental homes to the community, helping address the growing demand for affordable housing.
Council Gives Green Light to Key Bylaws
Delta council has officially adopted both a zoning bylaw amendment and a housing agreement bylaw for the proposed development. The decision allows Red Door Housing Society to continue moving through the approval process for its planned apartment building along Ladner Trunk Road at 55B Street.
The project includes a five-storey building with 146 non-market rental units. As a result, construction can move closer once the remaining requirements have been completed.
Utility Requirement Remains in Place
Although council approved the bylaws, it previously rejected one request from the developer.
During a June meeting, council declined an application to waive the requirement for underground electrical and telephone utilities. Therefore, Red Door Housing Society must install underground third-party utility services as part of its development servicing agreement with the City of Delta.
The requirement will remain in place before construction proceeds.
Funding Timeline Shapes Payment Schedule
The developer also asked Delta to delay landscaping security payments and related fees until the building permit stage.
According to the proposal, BC Housing does not release project funding until Delta issues a building permit. Because of that timing, the developer and the municipality agreed to a no-build covenant. Under this agreement, all required landscaping securities must be paid before a building permit can be issued.
This arrangement helps align municipal requirements with the provincial funding process.
Agreements Cover Housing and Community Commitments
Red Door Housing Society has already completed several important legal agreements tied to the project.
These commitments cover affordable rental rates, long-term property management, building design, landscaping, sustainability measures, storm and sanitary servicing, and development infrastructure. In addition, the agreements restrict rooftop telecommunications equipment unless Delta grants permission.
The developer has also secured a statutory right-of-way for emergency access, along with easements that support both pedestrian and vehicle access throughout the site.
Affordable Homes Guaranteed for Decades
One of the most significant features of the project is its long-term affordability commitment.
Under the housing agreement, all 146 homes must remain below market rental units. In addition, Red Door Housing Society must sign an operating agreement with BC Housing before residents move in.
The agreement will remain in effect for 60 years. During that time, BC Housing will oversee monitoring, financial management, reporting, insurance requirements, rent limits, and tenant income eligibility.

With the required bylaws now approved, the Ladner Willows redevelopment has reached another major milestone. While several administrative steps still remain before construction begins, the project is now significantly closer to delivering 146 affordable rental homes for the Ladner community.
