<p data-start="461" data-end="691"><span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">FortisBC</span></span> and <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline"><span class="whitespace-normal">Seaspan Energy</span></span> are driving the project.
